Nah.... Banksy is Hackney/Shoreditch only surely? I doubt he's gone on Bristol sprees... it doesn't look like his black and white work anyway.

The best thing is that the tag is apparently on the side of one of Bristol's family planning clinics. And the clinic is opposing the council's wish to remove it.
